MOLDOVAN PRESIDENT TO PAY WORKING VISIT TO BRUSSELS
Chisinau, 19 June /MOLDPRES/- President Vladimir Voronin is to pay a working visit to Brussels, Belgium, on 21-22 June. Voronin will have meetings with officials of the European institutions, NATO and Belgium, according to the presidential press service.
Under the visit's agenda, on 21 June, the president will meet Commissioner for Agriculture and Rural Development Mariann Fischer Boel, Vice President of the European commission, Commissioner for Justice, Freedom and Security Franco Frattini and Commissioner for Energy Andris Piebalgs.
On 22 June, the president is to have meetings with NATO Deputy Secretary General Alessandro Minuto Rizzo and Wallonian Speaker Jose Happard.
Voronin will also meet European Union Council Secretary General Javier Solana, Vice President of the European Parliament Jacek Saryuz-Wolski and Commissioner for Foreign Relations and European Neighbourhood Policy Benitta Ferrero-Waldner.
President Voronin is to return to Chisinau on 22 June in the evening.
CHISINAU ASKS EUROPEAN UNION TO REDUCE TARIFFS FOR MOLDOVAN WINES' EXPORT TO EU MARKET
Chisinau, 21 June /MOLDPRES/ - Moldovan President Vladimir Voronin has met European Commission's Commissioner for Agricultural and Rural Development Mariann Fischer Boel. The meeting was conducted within Voronin's working visit to Brussels, MOLDPRES correspondent reports from Belgium's capital city.
The president informed the European official about the situation emerged after the Russian authorities had barred the imports of Moldovan wines. In this respect, Voronin asked the European Commission to reduce the tariffs for the Moldovan wines' export to the European Union's (EU) market.
The European commissioner said the EU could approach the Moldovan wines' issue in terms of decreasing export taxes, if the problem is considered within the World Trade Organisation's (WTO) General Assembly, which is scheduled for next September.
Mariann Fischer Boel said the European Union's citizens prefer wines from outside EU, and encouraged the Moldovan wine producers to extend exports to the European Community's market.
At the same time, President Voronin called on the EU, in the person of the commissioner for agriculture and rural development, to assist Moldova to strengthen rural capacities and develop the agricultural sector through international projects. Mariann Fischer Boel said the projects on lasting rural development which are implemented in the neighbouring country, Romania, could be implemented in Moldova too, by adjusting them to the country's conditions.
After the meeting, President Vladimir Voronin visited the Brussels-based Royal Museum of the Army and Military History, after which he is to go to the new headquarters of Moldova's embassy under the EU and NATO.

EUROPEAN UNION TO EXPLORE POSSBILITY TO OPEN CENTRE FOR ISSUING SCHENGEN VISAS IN CHISINAU
Chisinau, 21 June /MOLDPRES/ - European Commission's Vice-President, Commissioner for Justice, Freedom and Security Franco Frattini has proposed to set up in Chisinau a centre in charge of issuing Schengen visas to Moldovan citizens.
The European official launched this initiative at a today's meeting with Moldovan President Vladimir Voronin in Brussels.
Frattini also said that, as early as next July, he will submit the initiative to the European Union (EU) member states for consideration.
President Voronin hailed the initiative, noticing that it comes from an EU official, and described it as "very opportune". At the same time, the president also asked to explore the possibility to simplify the visa regime for Moldova's citizens.

EUROPEAN COMMISSION'S EXPERTS TO ASSESS SITUATION IN MOLDOVA'S ENERGY SECTOR
Chisinau, 22 June /MOLDPRES/ - The European Union will give Moldova the necessary assistance to continue the reforms in the energy sector, and will deploy in the near future a group of experts to assess on the scene Moldova's needs in developing the energy sector and strengthening the energy security, MOLDPRES correspondent reports from Brussels.
At a yesterday meeting with Moldovan President Vladimir Voronin, European Commissioner for Energy Andris Piebalgs stressed the importance that Moldova carries out projects to build interconnection electric networks with Ukraine and Romania, as well as to enhance efficiency of using electric energy. The European official appreciated the Moldovan authorities' measures to reform the energy sector.
Vladimir Voronin and Andris Piebalgs also discussed the prospect for Moldova's accession to the Energy Community South East Europe Treaty as a full-fledged member.

WALLONIAN SPEAKER, BUSINESS REPRESENTATIVES TO VISIT MOLDOVA
Chisinau, 22 June /MOLDPRES/ - Moldovan President Vladimir Voronin has met Wallonia's (Belgian autonomous region) Speaker Jose Happard. The meeting was held within Voronin's working visit to the European institutions, NATO and Belgium, the presidential press service has said.
The officials stressed the two countries' mutual interest to develop multilaterally the bilateral relations, including the parliamentary dimension. Happard expressed conviction that his forthcoming visit to Chisinau will open new opportunities for the Moldovan-Belgian cooperation, and added that he will be accompanied by a group of Belgian business people interested to invest in Moldovan enterprises.
The Wallonian speaker expressed support for Moldova's European integration aspirations, and voiced readiness to promote them within the European Union.
Speaker Jose Happard announced willingness to discuss with the Brussels authorities the possibility to open a consulate of Belgium in Chisinau.
NORTH-ATLANTIC ALLIANCE TO FURTHER SUPPORT IMPLEMENTATION OF INDIVIDUAL PARTNERSHIP ACTION PLAN MOLDOVA-NATO
Chisinau, 22 June /MOLDPRES/ - The North-Atlantic Alliance is contented with the implementation of the Individual Partnership Action Plan Moldova-NATO, and will further support its carrying out. NATO Deputy Secretary-General Alessandro Minuto Rizzo has made a statement to this effect at a meeting with Moldovan President Vladimir Voronin, MOLDPRES correspondent reports from Brussels.
The president informed the NATO official about the advancements in the plan's implementation, through which Moldova proceeded to reform the security sector, as well as other fields related to Moldova s commitments to the Euro-Atlantic values. Voronin recalled that the authorities appointed a national coordinator and set up eight task forces responsible for an efficient implementation of the Individual Partnership Action Plan Moldova-NATO.
Voronin described the document as a step forward in the cooperation with the alliance, helping improve the national framework in the field, and adjust it to the European rigours. The head of state said the plan is streamlined towards the National Army's transparency both for the national and international community, and the civil society. The president stressed that the Individual Partnership Action Plan offers the possibility to reduce the risk, and to prevent threats to security in the region.
Voronin reiterated that, according to the constitution, Moldova is a neutral state, and that it will not change its position on accession to NATO.
NATO Deputy Secretary-General Alessandro Minuto Rizzo said NATO and the allied states will further back the Moldovan authorities to carry out the Individual Partnership Action Plan Moldova-NATO .
The NATO official expressed satisfaction with the implementation of a project on the destruction of pesticides, and hailed the launch of the project's second phase.
The sides ascertained that the cooperation between Moldova and NATO has not started once the Individual Partnership Action Plan Moldova-NATO was initiated; it only came to supplement the collaboration framework. The officials appreciated the Moldovan servicemen's participation in multinational exercises, as well as in the post-conflict operations in Iraq. They pointed out the fact that, due to their responsible and professional activity, the Moldovan sappers won the fame of the most qualified sappers in Europe.
MOLDOVA WILL CONTINUE ITS POLITICAL COURSE DESPITE EXTERNAL PRESSURES - PRESIDENT VORONIN
Chisinau-22.06.2006/17:00>:10(BASA-social) "The economic and political pressures faced by Moldova are the price that we pay for independence, integrity and sovereignty," Moldovan President Vladimir Voronin told a meeting with journalists in Brussels on Thursday.
"We do not have alternatives, but we rely on support of the European Union and international community for reintegration and inclusion of Moldova in the family of European states," the chief of state noted.
Voronin underlined that he has notified European officials about Moscow's embargo on Moldova's wines and agricultural production and its consequences. "The chief of state added that these restrictions have made the Chisinau authorities ask the European Commission to facilitate the export regime for Moldovan wines to the European market.
Asked to comment the developments of the process of settlement of the Transnistrian conflict, the chief of state said that this is a conflict of political interests and it has no connection with other frozen conflicts in Kosovo, South Ossetia and Abkhazia. The president emphasised that important steps have been made toward country's reintegration in the past years, invoking as example the enlargement of the negotiation format and measures to secure the Moldova-Ukraine border.
At the same time, Voronin indicated the lack of political will from Russia in the process of withdrawal of its troops and military belongings from Moldova's breakaway enclave of Transnistria. NATO Deputy Secretary-General Alessandro Minuto Rizzo has also reiterated the need to withdraw the troops and ammunition.
Asked in what measures his expectations from the visit to European institutions and NATO have been accomplished, Voronin said that he "expects much more from the European Union." He expressed hope that negotiations on facilitation of visa regime for Moldovan citizens travelling to the E.U. will be completely as soon as possible and wine exporters will enjoy trade preferences.
President Voronin was on a working visit to Brussels on June 21-22 and met there with officials of the European Commission, NATO and the Kingdom of Belgium.
PRESIDENT VORONIN, JAVIER SOLANA APPROACH REFORMS IN MOLDOVA
Chisinau, 22 June /MOLDPRES/- Moldovan President Vladimir Voronin and European Union Council Secretary General Javier Solana have approached reforms' implementation and the economic advancements registered in Moldova lately, MOLDPRES correspondent reports from Brussels.
Javier Solana said the economic reforms are dynamically and efficiently carried out in Moldova. He welcomed the agreement the Moldovan government has recently signed with the International Monetary Fund and the Paris Club.
Solana also said the European Union (EU) is to identify a viable solution to the conflict, jointly with the partners at the negotiations on the Transnistrian conflict settlement.
The high official concluded that the sides reached positive agreements on the considered problems.
The president announced that annually, the reforms implemented in Moldova are subject to a comprehensive analysis. Voronin pointed up the reforms carried out in the customs sector. He said the only problem existing at present, is the situation on the left bank of Dniestre. At the same time, the president expressed satisfaction with the activity of the European Union Border Assistance Mission for Moldova and Ukraine.
The sides also approached the reforms in justice, the state based on the rule of law, the Moldova-EU relations, and the cooperation with the neighbours, including Russia. The Transnistrian issue was another important subject of the talks.
The president expressed satisfaction that he managed to reach a common agreement with Javier Solana on Moldova's development prospects, as well as on other issues approached at the meeting.

MOLDOVAN PRESIDENT, BENITA FERRERO-WALDNER MEET IN BRUSSELS
Chisinau, 23 June /MOLDPRES/ - Moldovan President Vladimir Voronin had a meeting with the Commissioner for Foreign Relations and European Neighbourhood Policy, Benita Ferrero-Waldner, within a 21-22 June visit to the European institutions, NATO and Belgium, according to the presidential press service.
The European official stressed the good implementation pace of the European Union (EU) Action Plan for Moldova. She particularly underlined the achievements registered after the recent meeting of the Cooperation Council Moldova-EU. Ferrero-Waldner emphasised Moldovan president's personal contribution to the country's progress along the way to the European integration.
The EU commissioner also welcomed the signed collaboration agreements with the International Monetary Fund and the Paris Club. At the same time, she said the Moldovan authorities have to be more insistent in reforming justice and media.
Ferrero-Waldner said that, in general, she backs the initiative by the European Commission's vice president, Franco Frattini, to creata an EU information Centre for Shengen visas in Chisinau, but, she said, the final decision rests with the European Parliament. The EU diplomat reiterated the European Parliament's willingness to back Moldova in carrying out projects on strengthening the country's energy security, particularly, those related to the creation of interconnexion lines with Ukraine and Romania.
The EU dignitary voiced hope that Moldova will be able to benefit from financial support within the EU's Neighbourhood Policy, and expressed willingness to back the creation of structural funds for the implementation of the EU Action Plan and to speak for alloting means for Moldova when the EU budget is adopted.
Voronin reiterated the Moldovan authorities' firm intention to integrally fulfil the commitments assumed within the EU action Plan for Moldova, so as to switch to another stage of the dialogue with the EU.
MOLDOVAN PRESIDENT, EUROPEAN PARLIAMENT VICE PRESIDENT MEET IN BRUSSELS
Chisinau, 23 June /MOLDPRES/ - Moldovan President Vladimir Voronin has met with European Parliament Vice President Jacek Saryusz-Wolski. The meeting was conducted within Voronin's 21-22 June working visit to Brussels, according to the presidential press service.
The two officials considered the relations between Moldova and the European Union, particularly the parliamentary dimension of the cooperation with the European forum.
Voronin informed Saryusz-Wolski about the social, economic and political advancements in Moldova, including the implementation of the European Union (EU) Action Plan for Moldova. The president stressed Moldova's efforts to adjust the national legislation to the European one, and to reform justice and media.
Voronin thanked the European Parliament for organizing a Moldovan wines' tasting, describing it as EU's support now that Moscow barred the Moldovan goods' exports to Russia. The president voiced hope that Moldova's efforts to promote its goods on the EU market will bring noticeable results. He referred, particularly, to the possibility to obtain, as soon as possible, the EU Autonomous Preferential Trade regime, similar to the one offered to the countries from the Western Balkans, including for wines and farm products.
Voronin described as encouraging the initiative launched by European Commission's Vice President, EU Commissioner responsible for Justice, Freedom and Security Franco Frattini, to carry out a pilot-project to create the EU's joint information centre for issuing visas. At the same time, the president called for the European Parliament's support to negotiate with the EU an agreement on simplifying the visa regime.
The two officials also approached the Transnistrian problem and the EU's involvement in the settlement process. Voronin reiterated the high appreciation for the activity of the EU Border Assistance Mission for Moldova and Ukraine.
Saryusz-Wolski said the European Parliament closely watches Moldova's advancements, and first and foremost, through the light of the EU Neighbourhood Policy. The EU is directly interested in the economic and democratic reforms' success, in ensuring security and stability in Moldova, which is to become EU's neighbour soon, the EU high dignitary said.
Saryusz-Wolski announced that a representative delegation of the European Parliament will pay a visit to Moldova in the near future. The co-chairwoman of the Moldova-EU Parliamentary Cooperation Committee, Marianne Mikko, will head the delegation, which is to continue the talks on concrete problems of joint interest.
